Summary of information presented to the Agvet Users Forum and the APVMA Consultative Forum
Welcome and introduction
The APVMA held its first meeting on the upcoming review of its cost recovery structure, including our fees and levies with members of the APVMA’s Consultative Forum and the Agvet Users Forum on 16 May 2024.
Current pricing structure
The APVMA is a cost recovered agency.
The APVMA currently applies a model where 40% of costs to conduct applications are recouped from application fees. The remaining 60% of application costs are recouped from levies applied to registered product sales.
Key issues
The APVMA has not substantially increased its fees since 2020. Over the last 5 years, operating costs have risen due to inflation and a range of other factors. As a result of these pressures, our fees will need to change so that we can continue to effectively regulate, meet our legislative obligations, as well as community and industry expectations.
Pricing scenarios will be provided in more detail at a later date. One of these scenarios will include a revision of the current 60/40 split.
Next steps
The formal consultation process will commence in the second half of 2024.
We want perspectives, particularly from regulated clients and our regulated industries, to make sure we get the right pricing structure in place. Our modelling will consider impacts of changes to regulated industries; however, we will also ask for submissions to address potential impacts as part of the process.
Following submissions, we will develop a preferred cost recovery model and again seek feedback from regulated clients and our regulated industries. The proposed cost recovery model will be put forward to the Minister for endorsement. Changes to cost recovery arrangements will not be implemented until 1 July 2025.
We routinely review our cost recovery fees every 2 years. The APVMA requests that all peak industry bodies bring this consultation to the attention of their members.
